The U.S. government, as is the case with many federations, is a federation because it doesn't have a supreme authority. You can't have a "federal" government without a supreme authority. As an example, suppose that the President was able to issue orders and enforce those orders without any oversight or approval from the Congress or the Supreme Court. The President would be a de facto "President for Life" and the rest of us would have no way to enforce the law and nobody to blame when the law breaks down. This is not a reality, of course.
The reason that a federal government is necessary is because a decentralized government with two or more bodies that each have authority, but not authority over the others, doesn't work well for a country that is more than a few hundred miles from the ocean.
